I think you're failing to realize that you are not the only client that a hosting provider has, hosting providers often have hundreds of payments and have hundreds of clients, even most low-end one's.

WHMCS sometimes doesn't cancel these subscriptions, and instead adds the overpayments to account credit instead. This is likely what happened in this case, I personally don't like PayPal subscriptions
