Similar principle to those of DMCA are incorporated in the EU law, as such you will not find an operator ignoring DMCA in Europe, that will be viable for a long time. Even if said operator wants to.

Need a VPS/dedi server in Europe that does not take down servers on receiving DMCA complaints.
