Some providers ignore DMCA notices. It's a gray area in many countries of the world. If a person is willing to pay, they can benefit the service, while the provider makes profit.

None of the above providers are "Anti-DMCA" with the exception of BuyVM in Luxembourg.

But they are afraid and they want to avoid that, i don't know the reason, but the hosting here always are afraid because of nothing, which won't be easy to find a hosting that ignore DMCA.
