There is a big different between quoting rules in school and DMCA/copyright laws.

When we talk DMCA, the fair use policy gives you the right to quote a small part of an article. Copying a whole article for commercial use is copyright infringement.

Which kind of complaints? DMCA? If yes, most of them can help. If is dark and dirty things, most of they won't.

OP does not necessarily need DMCA-free/ignored, maybe he wants to do other stuff that will lead to complaints from other internet users/companies.
