Usually it's some kind of VPN exit that appears, well..., residential to use some kind of service that discriminates against datacenter IPs in one way or the other.

Imagine if I set up a single Xeon E5 in my bedroom and connected it to a 1 Gbps residential cable internet, installed Proxmox, and then said I was about to disrupt the hyperscalers. I would be laughed

Might try Torguard. They have static residential IPs in many areas of the US. I see 600Mbps through my tunnel when in use.
