* Powerful, Affordable, Reliable, Cheap Virtual Private Servers (VPS)

* Usable for everything: new orders, VPS renewals, Rootserver, Webhosting, Domains, extra IPs

I don't think you'll find any at that price range. Too much requirements at very cheap price.
