Contabo is the cheapest usable one by far and I would suggest going with them.

Yea, that's why I said Contabo is the bottom of the barrel working VPS provider, any VPS cheaper than them for their spec price isn't working

Make sure to look out for Hetzner, Contabo & Netcup then. All are situated in Germany and pretty sure they are GDPR compliant.
