Just a wild suggestion, but maybe go with a webhosting plan instead of a vps? Far more stable and hassle free. You can keep ssh access to it. Either way, I recommend Netcup.

I have had problems with Netcup in the past, so really something else. Yep EU location would be best for me as I'm located in Finland.
