Hetzner, NetCup and Contabo are the only options for high specs and low price in bigger providers. If you don't mind smaller hosts, Servarica, LetBox, GeorgeDatacenter etc. are also good options.

What is the reason that contabo isn't an option for you?

Contabo has always been clear about their pricing being including whatever VAT might be, so I'd consider them more B2C and wouldn't complain.
