Right now, except from IONOS, Netcup obviously, Scaleway has Stardust VPS if its in stock you can try to deploy via API maybe you have some luck.

Netcup has legendary clear IPs and mails from here never land in spam folder.

Netcup dropped 1€/m virtual servers today, given they have a 10g private peering with Hetzner.

the problem is that the plex is prohibited in hetzner ips. perhaps a netcup vps plus hetzner would be better .. i am doing that with scaleway but it is not so good

Try to get a Netcup VPS or something, that is relatively close to Hetzner.

Best: Netcup, but that's not particularly unique. Worst is definitely that one MCPE server lifetime 'deal' I bought back when I was in middle school. I think it was 120 GBP for 20-player server. Thank
