the problem is that the plex is prohibited in hetzner ips. perhaps a netcup vps plus hetzner would be better .. i am doing that with scaleway but it is not so good

Try to get a Netcup VPS or something, that is relatively close to Hetzner.

NETCUP is the best choice, with an RS1000 annual payment contract of 8.24 euros per month and very stable performance. The ADVIN you mentioned is a personal manufacturer with very unstable performance

seems to offer what I need for 12 EUR/mo (at netcup) so using that as a reference price. If there was a significantly better offering I can flex budget a little to accommodate.
