Yes, it is the same idea. Both are block storages that you can attach to your VPS, but Hetzner Cloud Volumes are SSD-based and netcup Block Storage is HDD-based.

That Netcup offer is amazing for 12€/year even with the added insult of VAT, but I totally need the 2GB of RAM, I don't think they offer that on the cheapish.

Sadly BlackFriday ended, but at netcup the BF offers was available without long contracts so they got very very tempting offers.

I had a webhosting package from netcup in the past and it wasnt the fastest one if you wanna bench it but no downtimes and no problems at all.
