For example here in Germany residential ISPs typically offer an availability of 97%. Which is fine, as long as it is clearly stated. This means, the connectivity can be down more than 250 hours around

With residential ISPs, I don’t believe they look at that. It’ll probably set off an automatic red flag at the ISP for them to contact their customer...
