$60~$80 a month for 5 VMs each is 512 w 5 GB Storage? That's about 2.5 GB Ram and roughly 25 GB of storage... That's a very healthy budget if you ask me :-)

Why are IP's so expensive
Delimiter IP addresses cost 1$/IP/month if I'm not wrong.
We have a few different options for you, however it does depend on what you need more of, IP's, Disk Space or Ram. Feel free to PM me or open a ticket with us on www.superior-networks.com and I can get you an idea on the resource allocation for your budget.
$1/IP/month is not expensive these days, you'll see prices treble/quadruple over the coming period as the exhaustion starts to really kick in.
I wish centurylink ip's cost $1/month as I could use my servers at home already built but sadly they cost $10/month just for a single ipv4

What about pay as you go account. Why should I pay 60 USD per month or 30 for something I am not sure it will be sold.
I have some options as pay as you go and I thing that it is fair.
With 20 USD I have my own server from delimiter with all addons added.
If there is any pay as you go VPS reseller program, it should be really nice. I would like to join too
im sure we can set you up on a pay as you go option,
pay up front and as time "goes" by you can pay again in 30 more days.
