"International" women's day is hardly international. It's not celebrated in the US (or South America/Africa as I understand it, though I could be wrong). It's really a European/Slavic thing.
From my experience in Russia, it is mainly (1) a requirement to give your wife/mother/grandmother/etc. gifts, and (2) an excuse to get drunk. Though you can find (2) for every single day of the year there.
International Women's Day is celebrated here in Brazil (South America) today.
