It is actually located in Germany, it is geolocator error.
It's actually not an error. Your whois entry for this IP Range points to Taiwan.
Says Germany if you try here: http://www.ip2location.com/demo so I guess it is an error depending on what geo database you are looking at.
Just do a whois on the IP. It will show Taiwan.
