There is no need for a module for this. The current (previous) code handles it just fine. You just need to edit your tax rules in WHMCS.
been a bit confused about the entire VAT larck for a little while... thanks for that :-)
This one got quite a few template change so you might want to view update log in case you are using a heavily modded whmcs template.
