The price in Rubles might change but i doubt the price in USD would be increased. There is no logic in trying to piss of their customers paying in hard currency.
I got a couple of VPS in RU and UA for testing. So far I can I vouch for GMhost.com.ua. I got their "Basic OpenVZ VPS" for 3 USD per month. Quite impressed by their network (for UA standards).
I will keep on testing and maybe I will do a review after a longer period of time.
Sure, but the OP suggests to get a VPS specifically paying the rouble price (using Paypal or CC conversion), to take advantage of the exchange rates.
