What cTLD do you want?
Gandi.net is probably the cheapest.

Usually if you go through a registrar local to the cTLD though, it ends up cheaper.
nic.[tld] usually works pretty well
For european ccTLDs I use netim.com - low prices but not so nice/user friendly platform.
internet.bs usually has pretty decent prices, but most of the time you'd have to look around
domainmonster was also pretty cheap
