  BuyVM had announced Luxembourg location a few days ago but I am not sure if they have launched it already or not.

  You'd be looking at $25/year for a 128MB KVM in Luxembourg once it's launched. We've had some delays due to confusions over customs in Luxembourg. FEDEX, UPS, & DHL, all have different ideas of what's needed. We got that squared away so we're finally back on track.
