It is only 7 gb hdd, but fits your other requirements (but you have to pay annually, not month to month)
I think you are going to struggle to find a 1 eur a month vps with 1GB ram. Also I find it funny that you say uptime doesn't matter. What use is a vps that is down all the time?
This is not will be for critial things. Just hobby. At this price not matter. I only found firstheberg at this price hm.

maybe firstheberg is what you need then? or you can wait for xvmlabs to restock their 1GB RAM plan with7 IPs for only 8 EUR/year. better than anything.
