SNMP on every vps in observium?

Do I need to install SNMP on every vps I want to monitor in observium?

    Yes. You have to install snmpd. If you extract the observium.tar.gz you can find an example snmpd.conf in it. Just copy that to /etc/snmp and customize the location in it. Also you have to copy the distro file from observium/scripts to /usr/bin/

    Yes, it works on Debian/Ubuntu/CentOS, just follow the directions on that page then add them to your Observium installation.
