I'd double that. SIP2SIP is awesome service. You can even host SIP on your own domain there for free. They think about privacy and security too.
I use Asterisk, there are plenty of good SIP clients for mobile phones and desktops, it's free and very customizable.
Cool info. I've been looking to replace Google Voice (privacy concerns) with a self-hosted solution that can also work decently with end to end encryption. I already knew about Asterisk, but this other stuff is useful.
