Hello everyone,
I've been looking for a VPS with the following:
Windows,
2 cores,
2GB of guaranteed RAM,
US/Canada located and fast internet connection (i'm flexible here, i just need a good connection speed to a server in texas.)
My budget: ~$10/month

If you bring your own licence I would take a look at My Custom Hosting (Canada) or Inception Hosting (Florida). If you don't have a licence you may need to up that budget.
And I have to ask, why Windows?
I'm stuck with a software that only runs under Windows... I could run it under Linux using Wine, but I guess that would be kind of heavy (24/7 operation) and I don't trust Wine to run stably enough...
