Nope, you won't be able to use that RAM.
It's a bug. You will only be able to use the RAM you were assigned on your package.
You should, though, let your provider know of this issue.
I think the same thing happened to another guy here, but every time they tried to do something it said "unable to allocate" memory and their provider had to fix it
