Check your computer time and date, they may be wrong causing the SSL to show expired. I am saying from personal experience.

As @rds100 and @FtpIt_Radi already wrote, it is either a wrong date (or your trust store became corrupted) or someone is actually intercepting your request. Verify the certificate.
You are correct, they don't use cloudflare. Looks like a MITM of sorts, your browser / DNS / system might be compromised.

What does Paypal resolve to?
That's actually a valid ebay IP, which means your DNS is working properly. Must be the browser / OS.
And the www host?
Switched my DNS to Google's, seems like my povider's dns is doing something...
PayPal is working fine now with google dns
Do you have another device to verify that?
Currently not, router is set to google's, only my pc was set to my provider's dns
