One of my friend used to be a reseller from OneAsiaHost and Digital Ocean. He use this module at WHMCS to control the vps from WHMCS.

You can have multiple WHMCS controlling one SolusVM Master. Just create another API in SolusVM and have them use that.
I don't know how you can limit them to just their VPS's though. There is the client API in Solus. Maybe they can use that but don't know if there is a module for that in WHMCS.
If you do not need something fancy, but something that does what it is supposed to, hit me up. I will try to find the one that I used to provide to resellers. Its free and no licensing crap.
