What's different about Chase debit cards to regular debit cards?
Any provider that takes credit or debit shouldn't have any problems. Is Chase known for strict fraud checking or something?
A debit card from any bank should work, assuming it's active.
Not sure, I'm used to pay my vps bills with Paypal, so I've never used my debit card for any vps related payments

Should work fine. Paypal treats debit and credit cards the same. "Instant" transfers are treated differently though.
