You forgot to start with "is it plugged in?" :P
Check you have disk and network driver set correctly, should be IDE for the disk and i think Realtek 8029 for server 2003.
P.S. You should be running at least Server 2008 R2 on a publicly accessible server...

I actually wasn't being sarcastic.
Windows installer sometimes crashes if you don't give it enough ram to install.
