SonicVPS is pretty bloody cheap, you won't get much less than them.

If you need something real cheap you can always go with burstnet, but personally I have never liked them.

Yes QuadraNet is awesome! Thrust seems to offer many different locations though, be sure to confirm the Windows VPS will be located in that location. Good luck

+1 for URPad, currently have 2 Linux VPSs with them and happy
+Bacon for URPad. I've got a VPS with them and they've worked quite well for me. Needed TUN/TAP module installed, had it done within a few minutes of opening the ticket.

You can try Edis' KVM with 1.5 GB of RAM. I'm using one of it for my small Windows 2008 R2 Standard and it runs nice. Beside that you have native IPv4/IPv6 connectivity. In US they host KVMs in Chicago.

Its impossible to run Windows in OpenVZ so I don't know what else he meant.
It is theoretically possible to run it under qemu with pure software emulation. It will run DOS 6.2 fine on a modern VPS, so if OP is happy with Windoze 3.1. 8D
So you could run Windows in Bochs under OpenVZ?
@Daniel: what makes todays VMs fast is native access to the physical processor/hardware when running x86 guests of course. If you don't have that access -- like OVZ -- you are reduced to emulating the x86 CPU in software -- and that's sloooow. It will work though, even on OVZ.
