Setup a proxy, I recommend apt-cacher-ng, on a machine with both ip4 and ipv6.
mirror.anl.gov/debian has ipv6.
actually my problem is that
apt-get update
it's trying to connect to ipv4 and not ipv6.got it working:

I would say Leaseweb's or OVH's as they have the best networks.

OVH is 10Gbit, Leaseweb Germany/USA/Netherlands 4x1Gbit each.
Our local on here is 2x1Gbit, but not public
Ovh have 500-800Gbit if i recall correctly.
while leasweb has as 1.5TBit+ backbone.
Ovh's network is great but it comes nowhere close in capacity to leasweb, ovh have also been having alot of network problems.
TL;DR leaseweb is probably one of the best in europe network wise.
