Toronto based VPS for under $10/y for VPN?

I'm looking for a small VPS instance (32/64MB) possibly under $10 bucks a year. Actual specs aren't really important as long as it runs VPN server or SSH tunnel, but needs to be in Toronto, Canada (IP geo-located).
LEB lists an offer from ProvisionHost (~$14). I was wondering if there's any other option to choose from.

Already have a VPS with MCH hosted at OVH, so looking for one in Toronto.

Probably its impossible get that prices in Canada.

You can get cloudatcost.com. They are not in Toronto, but very close.
