Hostgator, 3 yr for 12 bucks, not quite 1 per year but it is the only one that I know allow multiple years at such a price.
They asked me for Verification Document though!

1and1 services are horrible
1and1 is horrible, support is .. useless and with that the site mentions and has tool tips regarding manual payments for domains .. but yet none of it works.. they advise to turn on auto payments.. also can't see any renewal price.. AND also no tranferring for some reason..
