    tbh, minecraft hosting will work anywhere in the us. with that being said, chicago is probably your best bet.

    It'll work anywhere in the US, but it won't be "lag free" anywhere in the US... especially with crappy bandwidth providers.

    Anything under 150 ms and you will have no lag really.

    Not exactly. You have to factor in port speed and line quality as well as hardware. Ping is only a small percentage of the story.
