These and many other companies require passport copy submission before the purchase, especially if you are paying with cc or paypal, and will probably reject customers from overseas with no russian passport data. Cheap 2-3$ and russia do not mix together, if you are not a russian citizen and not prepared to provide passport copy over the internet.
I personally would rather pay extra but save myself from identity theft.

100mbps in Russia and 100mbps in Ukraine. Ukraine has better connectivity and a bit faster speeds. Nobody should expect fast speeds on Eastern europian markets because there simply no level3, tinet, cogent and other players of bandwidth transit, so speeds are generally slow. You should never purchase russian and ukrainian vds for global connectivity needs. Eastern european markets are closed markets with good bandwidth and connectivity only within the region.

Ukraine would be a better solution than Russia for vpn. It's a bit faster as it's closer to Europe.
