[REQ] VPN service: 10G dedicated in AMS/FRA with BYOIP /24 (not exits), plus 1-3 Gbps exit servers

We run a VPN service and are rebuilding our infrastructure. Two separate requests below.
Billing is with a card or crypto.

1. Client-facing dedicated servers. These are NOT exit nodes

2-3 servers, ideally at more than one provider. One paid pilot server first; a 24h test box would be even better.

No user traffic goes out to the internet from your IPs, so there are no copyright or abuse complaints about user browsing or downloads.

• VZ Type: bare metal
• Number of Cores: 1 socket. EPYC with 64 cores Zen 2/3 (7702P, 7713P) or 32+ cores Zen 4/5 (9454P, 9355P). The box must handle a full 10 Gbps of encrypted traffic
• RAM: 64 GB ECC
• Disk Space / Type: 2 x 480 GB+ NVMe, RAID1
• Bandwidth: unmetered, about 1-1.7 PB out per month per server
• Port Speed: 10 Gbps unshared, capped 25/100G welcome. Traffic is roughly symmetric, up to 10 Gbps if the other server fails
• DDoS Protection: yes, as long as normal TCP 443 isn't filtered

• Number of IPs: /29 or /28 with the server for client endpoints, plus a /24 leased from a RIPE
  broker, announced from your AS (we provide LOA and ROA) or from our own ASN later

• Location: Amsterdam or Frankfurt first. Nearby EU is fine with good routes to Eastern Europe

• Budget: up to $460/month (EUR 400) per server, all in
• Billing period: monthly to start

No FUP or pps caps please: expect up to 2.5 Mpps and a few hundred thousand connections

2. Exit servers

These are the exit nodes so complaints about these IPs are possible (but we cover this as much as possible)

• VZ Type: bare metal, or KVM with dedicated cores (no steal)

• Number of Cores: 4 for 1 Gbps, 6-8 for 3 Gbps, AVX2 required. Older Xeons and dual socket are
  fine: E3 v3 or newer, no E5 v2 or Atom

• RAM: 8-16 GB for 1 Gbps, 16-32 GB for 3 Gbps

• Disk: any SSD or NVMe
• Port Speed: unshared with real sustained speed. A 10 Gbps port is welcome
• Bandwidth: unmetered or the traffic in the table, no fair-use limits
• DDoS Protection: not needed

• Number of IPs: 1 clean dedicated IPv4 per server, geolocated to that country. In the
  Netherlands preferably from different /24s

• Budget: about $100/month for a 3 Gbps server, $50-90 for 1 Gbps

• Billing period: monthly to start

For exits:
How do you handle DMCA and abuse complaints? We want them forwarded to us with time to respond, and action on the single IP rather than the server or account.

On our side: outbound SMTP is blocked, scanning and P2P abuse are detected and banned, and abuse reports are answered within 24 hours.

For both requests, please post CPU, port and traffic terms, location, price for 1/3/12 months,
setup fee, the /24 fee (request 1) and delivery time. We need a test IP or looking glass before
ordering, and the use confirmed in writing. I've already contacted some providers directly. If we haven't talked yet, an offer here or a PM from a tagged provider is welcome.
