Our RYZEN 4G should cover a Hermes agent that talks to an API model. It has 2 cores (AMD RYZEN 9 5950X or 5900X, DDR4), 4 GB RAM, 50 GB NVMe in RAID 1, 1 IPv4 and an IPv6 /64 for 4.99€/mo, or 4.49€/mo with code LET10. It's KVM with full root, and apart from port 25 we don't block ports, so 465 and 587 work right away. Port 25 is requested through the network management, and in some cases it gets unlocked automatically. rDNS for IPv4 and IPv6 you set yourself in the panel.
Traffic is unmetered with no monthly cap, on a 10 Gbps shared port, and the server sits at SkyLink in Eygelshoven, Netherlands.

25 is the only one most hosts block by default, the rest are usually open. 25 often gets opened after a ticket, but if the agent just sends a few mails a relay on 587 is less hassle

One correction to my reply above: 465 and 587 are in the same mail block as port 25, so they aren't open right after setup either. Your friend can request the unlock through the network management, and in some cases it happens automatically. Ports outside the mail block are open from the start.

We only block port 25 as standard, but can unblock it upon request.
I call shenanigans. Hermes doesn't need port 25 open for personal stuff.
