@DeluxHost but be prepared for ahem less-than-ideal uptime, reliability, support, performance, etc.
WHERE? (which region)?
What's your priorities, connectivity, processor performance disk performance?
What min. disk size?
What min network bandwidth and traffic volume?
Reliability (as in 99%, 99.5%, 99.9%, don't care)?
Without that info don't expect good (for you) advice.
Generally speaking, provided you can live with occasional hiccups I'd suggest to look at @DeluxHost. They definitely are not the greates but among the cheapest and not crappy (I myself have 2 VPS with them and am not unhappy).
Do you have requirements for CPU cores, RAM, and disk space?
That's basically the whole website! Just browse the Offers section for deals that look good.
Beware that sometimes the providers go out of business (perhaps 10-20% of the time) so make sure to have a backup copy of any important data. That's just the risk you take for cheap.
