1 vCPU, 512MB RAM, 15GB storage, and a dedicated IPv6 address for $10/year. IPv4 isn't included at this price.
It should be enough to get started with Linux, SSH, and some lightweight projects.

@DeluxHost but be prepared for ahem less-than-ideal uptime, reliability, support, performance, etc.
WHERE? (which region)?
What's your priorities, connectivity, processor performance disk performance?
What min. disk size?
What min network bandwidth and traffic volume?
Reliability (as in 99%, 99.5%, 99.9%, don't care)?
Without that info don't expect good (for you) advice.
Generally speaking, provided you can live with occasional hiccups I'd suggest to look at @DeluxHost. They definitely are not the greates but among the cheapest and not crappy (I myself have 2 VPS with them and am not unhappy).
