  Chinese cloud services are subject to strict government regulations, especially regarding registration and identity verification. It's not that they don't care about Western customers; many of these services are simply designed for the domestic market.

  As Chinese, I think that Bilibili is generally accessible from overseas. Only certain content, especially anime and TV shows, is region-locked due to licensing restrictions. But these should be all in Chinese language, and I guess that you won't like these.

  Depending on context, it often means one of:
