Hey @nullwqh,
Our EPYC 1G fits that budget at 1.49€/mo. You get 1 core on AMD EPYC Zen 3 Milan, 1 GB RAM and 10 GB NVMe in RAID 1, plus 1 IPv4 and an IPv6 /64. On a 12 month term it comes to 16.09€ for the year.
Traffic has no monthly cap at all, on a 10 Gbps shared port, and DDoS protection on the IPv4 is included. If you go the OPNsense route, custom ISOs aren't self-service in the panel yet, but we upload and mount them for you via a ticket. We're in Eygelshoven, NL, right on the German border near Aachen.

@nullwqh It costs a bit more than your budget and is billed yearly, but our Amsterdam LET Special comes to about $4 a month ($49 a year, renews at $49). That gets you KVM with 2 vCPU, 4 GB RAM, 80 GB NVMe, 5 TB at 2.5 Gbps, IPv4 and a /64, which is plenty for a tunnel box. Offer thread https://lowendtalk.com/discussion/221558
