Im looking for a provider that can offer a cheap WHMCS External License. With cheap I mean cheaper than I could just get at their site self so not something like $17 for the license or whatever.

It's not possible. They stopped their partner programme some time ago.
WHMCS stopped their distributor program, i.e. no external license other than going directly with WHMCS.
Well thats a sad day.
You can get one for $9.72/month easily.
Just buy the license and pay two years' maintenance. $249.95 + $49.95 + $49.95 = $349.85 / 36 months = $9.72/month.
You, um, are planning to be in business three years from now, right?
