Over 50% CPU Steal is unacceptable, even for a budget server. I apologize for bringing this up publicly, but you left me no choice — my ticket in the control panel has been unanswered for more than 2 days.

    It is the provider's job to set appropriate QoS, not just make up a limit then ban customers who exceed it

    Oh come on, my CPU usage is quite reasonable now I throttled my usage.

    @Russel your ticket did get a reply, we told you we're looking into it. Every follow-up message moves the ticket back to the end of the queue, so the extra messages actually made the wait longer. The steal issue on that node has been fixed in the meantime. Please check on your side and let us know in the ticket if anything still looks off.

    That has almost never been the case since the invention of vps, FUP and AUP's has been around since forever so providers make up limits and ban people all the time. That's the whole idea of a FUP/AUP.
    If you want to use 100% cpu constantly, you buy a vds or a dedi.

    Yes, unless the node is pathologically underutilized. Most hosts will slightly overprovision vCPUs so the ratio of virtual to physical is a bit over 1. Some hosts that oversell will increase that ratio to 2 or even 3 (but they suck). That only works if enough vCPUs are mostly idle so that the scheduler can shuffle around the occasional bursting vCPU to an idle core.

    Every vCPU that's sitting permanently at 100% usage means one physical core that can't participate without causing CPU steal to every vCPU that is resident on it. That's why some people prefer to buy a VDS. With a VDS, unless the provider is using the term misleadingly, you get an entire physical core to yourself for every vCPU your VM has, so you can use it to your heart's content. It'll cost more because you're paying for each entire physical core whether or not you use it.

    Think of it like a timeshare, but with fast, dynamic scheduling rather than "you get it those months, you get it these months".
