For budget Servers, use Intel Server with Intel CPU ending in G series(G1 to G7 in increasing Graphics power). For AMD server also go for AMD CPU ending in G series.

For multiple simultaneously, You need 9950x processor which, at the cheapest, doesn't come lower than $200
For one encoding at a time, 4-8 cores of 9950x is enough.

Well are you going to be doing software encoding or hardware encoding? If it's hardware encoding, then even one core is enough.
AMD G Processors have built in GPU for graphics processing. AMD X processors has limited graphics processing, limited to 4K display and gaming only. It needs additional GPU for real graphics processing.
AMD G processors are way cheaper than AMD X processors. AMD X processors mainly focus on power.
No thread. it's not advertised. just watch their inventory often. The same spec that they sell regularly for $80 sometimes pop up for $50. I got a Ryzen 3900 for $40.
All these cheap offer threads that you see here for Kansas are most likely resellers of WSI.

But there is big difference in terms of quality while rendering thorough GPU vs CPU.
Encoding through only CPU yields much better quality from my personal experience.
For Aluko's purpose AMD G or Intel G server will be cheaper. AMD X servers are costly.
