I am looking for a long-term unmanaged bare-metal AMD Ryzen dedicated server.
My budget is approximately $25–40/month recurring.
I understand that this budget is lower than normal retail pricing, so I am specifically interested in providers that may have:
Older Ryzen hardware
Idle inventory
Returned customer servers
Cancelled servers
Retired hardware
Clearance stock
Previous-generation AMD systems
Off-menu configurations
Hardware that is currently sitting unused
I am NOT looking for a legacy contract transfer or an old grandfathered service.
I am looking for a dedicated server directly from a provider using older or unused hardware that can be offered at a lower recurring monthly price.

I am flexible regarding the exact drive configuration.
I can consider:
2 × 1TB NVMe
Enterprise SSD instead of NVMe
Older enterprise NVMe/SSD drives
Used but healthy enterprise HDDs
Different storage combinations if they significantly reduce the monthly price

1Gbps unmetered preferred
300–500Mbps unmetered is acceptable if significantly cheaper
No artificial throttling after a fixed traffic amount

IP Requirements
Minimum 1 clean IPv4
2 IPv4 preferred
IPv6 is welcome
PTR/rDNS must be available
IPv4 should have a clean reputation and not be listed on major email blacklists
Server Usage
The server will be used for:

Multiple customer websites
PHP/MySQL/MariaDB applications
Legitimate email hosting
Normal transactional website email
No spam, phishing, unsolicited bulk email or abusive mailing.
Outbound SMTP Port 25 must be available for legitimate mail-server operation.

I need a fully unmanaged bare-metal server.
Requirements:
Full root access
AlmaLinux 8
KVM/IPMI preferred
Remote reboot/power control preferred
Remote console preferred
Virtual Media / ISO mounting preferred
I do not require managed server administration.
Billing
Monthly billing only

Any agreed special price must be recurring, not first-month-only

I only need responsive infrastructure support for:

Network problems
Routing/IP problems
KVM/IPMI issues
Power/reboot problems
For normal non-emergency abuse complaints, I prefer a provider that normally allows around 48–72 hours to investigate and resolve the issue before suspension.

If your normal retail pricing is higher, I am still interested if you have older, idle, returned, cancelled or clearance Ryzen hardware that could be offered within this range.
If you have something around $40/month, please feel free to post it even if the configuration is not an exact match. I may be able to adjust the storage configuration.

I doubt you will get anything in this price range, let's say to replace a motherboard that fails on one of these servers it'd cost around $300-400, that's almost a year in payments, and then you have power costs, IP, transit.. I think you'd have more luck doubling your budget, $80-100/mo you can probably get something around this price.
