AMD only, crypto, test IP and looking glass all fit. Location is the one thing to know upfront - we're in Eygelshoven, NL, right on the German border near Aachen, so not physically in Germany.
Our EPYC 1G is 1.49€/mo with 1 core on AMD EPYC Zen 3 Milan, 1 GB RAM and 10 GB NVMe in RAID 1. If you want two cores, the configurator does 2 cores with 1 GB and 10 GB at 3.26€/mo during our birthday sale until 30 September. Both well inside your 4 dollars.
On bandwidth there's no allowance at all, so 4 TB outbound isn't a limit you'd hit - no counter and no per-GB overage, on a 10 Gbps shared port. Crypto works at checkout through NowPayments.
