  Many people will use onshore storage and proxy from a offshore server which is normally cheaper

  Indeed. Get a big storage server from some normie host but run all the traffic through offshore/non-DMCA VPS. The outside world only sees your offshore VPS. Need be, throw it away and spin up a new one. Rinse and repeat.
