is 60-80 Steal normal for Leaseweb London? Can't get anything to run (well not quickly anyway)
From my personal experience with Leaseweb VPSes, there appears to be a sustained CPU baseline of roughly 50% of the allocated vCPUs. The VPS can burst above that for a while, but under prolonged CPU load it seems to get throttled back, which shows up as CPU steal time inside the guest OS. Since the guest can't distinguish between throttling and host contention, it's difficult to know the exact cause, but the behavior has been consistent with what I observed.
