Thank you, @tpoll ! Are your Windows VPSes subject to auto-throttling or overcrowding even if you're not maxing out your usage? Despite my previous VPS's specs being higher than what I am asking for here, my former provider would randomly auto-throttle or "live migrate" me multiple times to overcrowded servers. I just need consistent performance and reliability.
How About a DEDI ?
I'm not opposed to a DEDI, I've just dealt with VPS instances thus far due to the price and while figuring out my best setup. Do you have any suggestions and pricing on a DEDI that meets my minimum specs?

We can offer budget dedicated servers with iGPU's in the Netherlands. Would that location work for you? If so, I'm sure we can work something out.
@qps Would your servers be capable of handling Windows with OBS streaming? 50TB bandwidth per month should be plenty if I'm only streaming 3000-6000 kbps at all times. I will need support for OpenGL.
@NPC what type of GPU do you want?
@qps Nvidia would be best, but I don't need the newest or fastest as long as it's stable!
