Please note that this setup has very high disk requirements. A 10G unmetered port combined with offshore DMCA-ignored complaint handling carries extra risk and cost, so it is not a cheap service to provide.

What extra risk and cost? You're prepaid so if you have to suspend services, you keep the monthly fee and rent it to someone else.
I think you misunderstood.
Projects like this bring a lot of abuse emails and complaints. We have to spend time checking which ones are real, which are DMCA, and which are EU/legal reports.
The risk is higher for us, because ignoring or handling complaints can lead to legal problems, and lawyers are expensive. That’s why the cost is higher.
The OP is looking for a low budget but has too many requirements. We quoted €1200, and I’m pretty sure you won’t find much cheaper offers, especially with dedicated 10g port, unshared bandwidth. We host a lot of streaming customers who’ve switched to us due to pricing.
The requirements sound like a typical sports streaming edge node. They need a server that takes a stream from somewhere and rebroadcasts it to a lot of people who are watching, some of whom are feds. When the feds take the server down it doesn't matter because the important game is already over, and they can still make a profit if they pay for a month but only get 2 days.
We do not offer live streaming; our content primarily consists of TV series, movies, variety shows, anime, and adult videos (excluding content for children) from around the world.

DSA reports are a bit different. Either is blatently illegal, then you take it down, if you have no fucking clue, you tell whoever reported it to fuck off and come back with an order. Exceptions are obviously if you recieve it from a court/police directly.
They don't have to act on the American law DMCA, but the Netherlands still has their own copyright law, and they still have to act if there's a court order or similar.
